简要规则描述：为提升吉祥敬老院内老人幸福感，增强安全管理系数，本项目拟对吉祥敬老院内部老旧处进行升级改造。主要包括：拆除工程、墙体工程、楼地面工程、天棚工程、墙面工程、门窗工程、室外铺装、弱电工程、电气工程、给排水工程等。（具体数量及要求详见工程量清单/图纸。）
Brief Specification Description: In order to improve the happiness of the elderly in Jixiang Nursing Home and enhance the safety management coefficient, this project intends to upgrade the old place inside Jixiang Nursing home. It mainly includes: demolition engineering, wall engineering, building ground engineering, ceiling engineering, wall engineering, door and window engineering, outdoor paving, weak current engineering, electrical engineering, water supply and drainage engineering. (Please refer to the Bill of Quantities/drawings for specific quantities and requirements.)
合同履约期限：本项目施工工期90日历天，计划开工日期：2025年4月20日（暂定，具体开工日期以采购人通知为准）
The Contract Period: The construction period of this project is 90 calendar days, and the planned start date: April 20, 2025 (tentative, the specific start date is subject to the notice of the purchaser).

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the Government Procurement Law of the Peoples Republic of China;
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目专门面向中小企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以★标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measure, increase the share of smes in government procurement, and support the development of smes: This project is specifically for the procurement of smes, and no price deduction concessions will be implemented for the products of small and micro enterprises during the evaluation. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; (See procurement documents for details)
(c)本项目的特定资格要求：1、未被信用中国（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人组织；
3、具有建筑工程施工总承包三级及其以上资质；
4、具有安全生产许可证（有效期内）；
5、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
6、业绩要求：无；
7、其他要求：无。
(c)Specific qualification requirements for this program: (i) comply with Article 22 of the Government Procurement Law of the Peoples Republic of China
(ii) Not included in the list of persons subject to enforcement for trust-breaking, parties to major tax violation cases, and records of serious violations of government procurement by Credit China (www.creditchina.gov.cn) or www.ccgp.gov.cn
1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person organization established in accordance with the law within China; (See procurement documents for details)
